Town of Urbanna Zoning Administrator
Job Summary
This positions responsibility it to evaluate and approve property use, interpretation of the towns zoning ordinances, the coordination of enforcement efforts and the promotion of zoning information. This position also provides administrative support in operations and performs diversified technical duties and responsibilities demanding the use of numerous and various types of procedures. Problems encountered range from routine to problematic in nature. This job functions independently on routine work; questionable cases and situations are referred to the Town Administrator and/or the Town Attorney. This job reports directly to the Town Administrator.
Zoning/Planning Commission
- Develop and distribute agendas for Planning Commission work sessions and monthly meetings.
- Publish Public Notices in newspaper for Public Hearings following Virginia State Law guidelines.
- Attends all meetings of the planning commission; transcribes notes and recordings of meetings; prepares transcripts, excerpts, and other information as required to be reviewed and approved by the commission.
- Develop proposed ordinance language changes and develop new ordinances.
- Conduct Site Plan reviews for ordinance compliance.
- Research and provide staff reports to the Commission for Special Use Permit applications.
- Receives and reviews applications for zoning, special use permits and variances.
- Issues zoning permits and clearance letters.
- Enforces town zoning ordinances and amendments; performs field inspections to ensure compliance with required setbacks and conditions.
- Receives and responds to a variety of inquiries from the general public; interprets zoning ordinances, requirements and non-compliance issues.
- Maintains and updates official records.
- Prepares updated zoning maps Maintains records of complaints and violations; performs inspections to ensure compliance.
- Consults code violators to resolve problems and deficiencies.
- Provides information and interpretation of zoning matters to the public, builders, architects, engineers and other interested parties.
- Meets with contractors and owners to review construction plans.
- Provide technical information and answer a variety of questions relating to planning and zoning to the public, including residents, builders, architects and realtors.
- Review state law changes to keep local ordinances compliant with state laws.
- Administer (with County support) Floodplain Ordinance, Erosion & Sediment Control Ordinance and the Chesapeake Bay Act.
- Maintain the Town Comprehensive Plan
- Keep all known copies of the Town Code current and accurate as changes are approved
- Coordinate with MPPDC on All Hazzard Mitigation Plan, Storm Water Management Mandates
Historic Architecture Review Board (HARB)
- Develop and distribute agendas for HARB meetings when needed
- Publish Public Notices in newspaper for Public Hearings following Virginia State Law guidelines.
- Attends all meetings of HARB; transcribes notes and recordings of meetings; prepares transcripts, excerpts, and other information as required to be reviewed and approved by the board.
- Develop proposed ordinance language changes for the historic district
- Review site plans for ordinance compliance
- Research and provide staff reports to the Board for Certificate of Appropriateness applications.
- Issue Clearance letters and/or Certificate of Appropriateness.
Board of Zoning Appeals
- Responsible for all those listed above in the HARB section
General Administration
- Produce monthly work session and town council meeting agendas
- Assist with research and preparation of selected council presentations.
- Voice Over IP Administer town’s phone system
- Administer the town’s Credit Card Services through Virginia Interactive.
- Coordinate town website and Facebook information updates.
- Assist with phone calls, walk-ins and email requests, answers telephone and directs calls accordingly, takes and delivers messages, on an as needed basis
Purchasing
- Research and recommend equipment and products for the Town office use.
- Serve as the administrator for Virginia Sate EVA account.
- Research and develop Request for Proposals and bid packages as they relate to Zoning and or Planning.
- Research and maintain list of suppliers insuring accounts are arranged with the proper payment options.
- Research items on state auctions for updating town equipment and supplies at lower cost.
Grants
- Serve as the Town’s primary grant writer.
- Maintain grant reporting requirements
- Research and develop grant proposals on behalf of the town.
Water System
- Point of contact for SCADA system.
- Solicit water system equipment (meters, upgrades)
- DEQ Groundwater Permit Administrator
- Point of contact for well maintenance and Water Plant Operator and solicits operation services.
- Responsible for marking Miss Utility Tickets within the time restraints.
- Research, price and order water system supplies and equipment.
Regional
- Hazard Mitigation Plan, attend all correlated meetings and supply Town Administrator with pertinent information to present to town council.
- Public Access Authority
- Coordinate with PDC Zoning Administrators
- Group Regional Storm Water Working Group
- Attend LGA meetings when Town Administrator can not attend.
Events
- Negotiate contract and terms of Fireworks for July 4th Celebration
- Assist with Oyster Festival by ordering supplies, placement of no parking signs and traffic cones according to VDOT permit, State and Local Police requirements
- Assist with Special Events, as needed.
